A whole tone scale appears in the bass below descending, diminished seventh chords. Chopin shows that diminished seventh chords, descending by minor seconds are equivalent to the same type of chords ascending by major seconds:
Of course, this progression is a variation of a cycle of fifths progression. In this case, it is used to reach the F minor chord, II degree of Eb flat major.
